Integration Informed by Programmatic Context

CAIRO - Program of Action calls for:

Interest in integration of reproductive health services increased significantly with the 1994 ICPD Program of Action call for: a comprehensive, client-centered view of reproductive health and for the promotion of reproductive health in addition to family planning.

Implementation of the Cairo mandate has been challenging. Debate continues with regard to the feasibility of providing comprehensive reproductive health services. Responses to this tension and programmatic challenge have produced different models of integration.

Some see integration as providing one-stop shopping for a comprehensive range of services. Others believe that a MOH or a health/FP NGO cannot be the sole provider of this comprehensive constellation of services and the only way to integrate is through a referral system that links a constellation of services from a number of sectors. Others believe that it should be a combination of both.

The model of integration used must respond realistically to the given programmatic context if it is to achieve the goal of improving women’s lives.
